In this photo, motion is captured on the top of the water. The picture is taken from underwater so everything underwater such as the ladder and the walls are still. The top of the water, however, and the reflection of what is underneath, is distorted due to the motion of the water. The focus is crisp and is frozen in time, there is no motion blur that suggests it was moving over a long period of time. This shot was probably taken at a high shutter speed.
The ladder is meant to be the focal point of the image. It cuts neatly through the center of the picture. What is interesting about the photo is that your eyes are drawn to the bottom of the image first because that is the part that is most in focus. That is interesting because it contradicts the direction in which we read. The use of lines in the photo are important as well as shadow and contrast. The ladder is in shadow and the light shinning through the water on the right hand side makes it more interesting than if the entire photo was in shadow.
