I think some of the HDR photographs in their core is using a stack of ordinary photos to create some extraordinary spectacles, and this photo is a good example. We can tell that the photographer not only stacked multiple exposures but also multiple focus, creating a high dynamic range and extreme depth of field photo. The colors are simply stunning yet not over saturated, the overall purple tone gives the picture some cinematic and dream-like feeling. The water is processed to be cloudy just like long exposure water shots, creating an illusion that this is shot above the could or in the fog. The color of the sky and city skyline in the distance makes the picture looks like a post-apocalyptic world illustrated in sci-fi movies.
